Summary
Many Protected Areas (PAs) fail to deliver effective biodiversity conservation and sustainable poverty alleviation because they lack truly participatory governance that involves local communities in decision making. This weakens respect for PA rules and undermines their sustainable development objectives. We will scale up an innovative pilot Community Management Agreement (CMA) to two more Malagasy PAs and evaluate the CMA approach through a Before-After-Control-Intervention design. We will also translate this learning into toolkits and training resources for all Malagasy Pas.
