a core team of expertise created with the necessary skills to collect marine baseline data, and to manage and monitor resources in the Anakao coastal region through implementation of a long-term monitoring plan 24 Malagasy personnel (postgraduate students, fisheries officers, community representatives) trained in marine biodiversity monitoring; one counterpart trainer, trained in providing marine biodiversity monitoring training; one habitat monitoring plan for the Anakao area.
